All the websites that I manage are informational sites. And they have quite different set ups than the one you mentioned. And small businesses, especially those that do services, can go a long way with just a few static pages, explaining what they do and how they can be contacted. A list of assets to develop a site more might be a blog, forms to get more information, photo gallery, videos, members only section, events and calendar or testimonials.
