And small businesses, especially those that do services, can go a long way with just a few static pages, explaining what they do and how they can be contacted.  A list of assets to develop a site more might be a blog, forms to get more information, photo gallery, videos,  members only section, events and calendar or testimonials.
This is a good list for e-commerce.</description>
